Section 702 of the Choice Act of 2014: In-State Tuition for Qualified Veterans
PennWest Edinboro is fully compliant with Section 702 of the Choice Act and Pennsylvania
2015 Act 11.
Per State Law and Pennsylvania State System of Higher Education policy, PennWest Edinboro
offers in-state tuition to nonresident veteran Students under the following conditions:
The Veteran Student is eligible to receive benefits under any one of the following
federal laws:
10 U.S.C. Chapters 1606, relating to educational assistance to members of the selected
reserve; and 1607, relating to educational assistance for reserve component members
supporting contingency operations
38 U.S.C. Chapter 30, relating to all-volunteer force education assistance program,
otherwise known as the Montgomery GI Bill®.
38 U.S.C. Chapter 31, relating to training and rehabilitation for veterans with service
connected disabilities.
38 U.S.C. Chapter 33, relating to Post-9/11 educational assistance
The veteran student is continually enrolled in a State System University.
The veteran student must be living in the state of Pennsylvania as of the first day
of the semester.
Nonresident veterans requesting in-state tuition shall provide their:
Member 4 copy of their DD-214,
A copy of their VA Educational Benefits Certificate of Eligibility, and
Evidence that they live in Pennsylvania, such as bills or a rental contract.
Nonresident Veteran Dependent/Spouse Students are offered in-state tuition under the
following circumstances:
Must be a dependent or spouse of a veteran eligible for transfer of benefits under
38 U.S.C. Chapter 33 Post-9/11 GI Bill®; or a dependent or spouse using benefits under
38 U.S.C. Chapter 35 Dependent’s Educational Assistance; or a dependent or spouse
using benefits under the 38 U.S.C. Chapter 33 or Chapter 35 Fry Scholarship.
The spouse or dependent is continually enrolled in a State System University
The spouse or dependent must be living in the state of Pennsylvania as of the first
day of the semester.
The spouse or dependent must use available benefits to exhaustion, excluding the summer
and winter semesters.
Nonresident spouses and dependents requesting in-state tuition shall provide:
A copy of their VA Educational Benefits Certificate of Eligibility,
A member 4 copy of their transferor’s or Veteran’s DD-214
Evidence that they live in Pennsylvania, such as bills or a rental contract.
Nonresident veterans, spouses, and dependents living outside Pennsylvania during a
semester and taking courses online or commuting to campus shall not be entitled to in-state tuition.
There is no specific requirement that a veteran, spouse, or dependent live in Pennsylvania
for a particular length of time. A covered individual need only present evidence
that they are/will be living in Pennsylvania at the beginning of the semester.
