Military tuition assistance (TA) is a benefit paid to eligible members of the Army,
Navy, Marines, Air Force, and Coast Guard. Congress has given each service the ability
to pay up to 100% for the tuition expenses of its members. Each service has its own
criteria for eligibility, obligated service, application process and restrictions.
These funds are generally paid directly to the university by the individual service.
TA is not a loan – it should be viewed as funding that you have earned.
It is recommended that you start this process at least four weeks prior to the beginning of coursework.

PASSHE policy 1983-19-A gives PennWest Edinboro the ability to give a 100% refund for students called to active duty by the Governor of the Commonwealth of Pennsylvania or by the President of the United States with present official orders verifying that. Military withdrawals are not to be considered for annual training or basic training, as those are voluntary. Any student involved in an active duty “call-up” needs to contact the Office of Records and Registration for reinstatement processing when they learn of their expected release from active duty.
If you are using TA to pay for your education and withdraw from a class prior to completing 60 percent of the class, the Department of Defense requires that Edinboro return any unearned TA funds to the department based on how much of the course you completed and that you pay a portion of those returned funds. You may owe a portion of your tuition to Edinboro and a portion to your military branch. If you officially withdraw from the course, the amount of unearned TA funds is calculated from the date you withdrew. Your TA eligibility is determined based on the following formula:
Days Completed Before Withdrawal (Last Participation) / Total Number of Days of the Course= Percent of TA Earned
PennWest Edinboro must return the amount of Tuition Assistance funds for which it
is responsible for no later than 45 days after the date of the termination of the
date of the student’s withdrawal.
